When English Clubs participate in the Welsh Leagues or Cups they are not able to qualify for European Competition so will the same apply for Cardiff City as they are a Welsh Club playing in English competition??

No, the same rules will apply to Cardiff as all other premier clubs;
1. Top 4 - Champions League
2. Top 6 - UEFA
3. FA Cup Winner - UEFA Cup
4. Top 8 - can qualify for UEFA Cup via the Inter-Toto Cup (what Newcastle did last season)

No - Cardiff, Swansea and Wrexham can't qualify for Europe through the English Leagues as they are members of the Welsh FA. English clubs have been past winners of the Welsh Cup and couldn't qualify to represent Wales and the same is true of Welsh clubs who play in the Premiership/Football League - they can't represent England. Swansea were once good enough to finish in a UEFA Cup place in the old First Division but were not eligible to take that place.

if Cardiff City promoted to the Premier League, they will not qualify for Europe thru their league. all teams will qualify for Europe if they finished among the top 6 of the English Premier League & also as the English FA Cup winner.

Because Cardiff have rejected the possibility of getting to Europe through the Welsh leagues (probably a far easier route) I think they would be eligable to enter European competition through the premiership/league cup/fa cup/intertoto/fair play league etc

the answer is no ,but they cant still qualify to play if they can play in the qualifying matches ,before the group stages.just like arsenal this season.

yes what about TNS (total network solutions) they played v Liverpool in the season liverpool won the champions league, also wales is in britain which is in europe.
