Well anything can be sent to a P O box as long as it is mailed through the postal service rather than a courier service. However mailing cash is not safe. There are dishonest postal workers who will help themselves to your cash. Also mail does go missing even if theft isn't involved. If you really want to take the risk make sure it is hard to tell there is cash in the envelope. Fold paper around the bills or put them inside a card, like a birthday card. Don't send coins, that is too obvious.
