OBD relates to all on board diagnostics by any manufacturer,before year 2000 vehicle manufacturers used their own protocols for diagnostics,meaning that every make of vehicle could use differing ways of communicating with diagnostics eqpt,resulting in lots of different software and leads.
EOBD is an (almost) all encompassing set of protocols which means all cars from 2000 on(and around 2003 for diesels)use the same 16 pin diagnostics socket and basically the same way of communicating with diagnostic eqpt.
Basically EOBD makes life a fair bit easier for those involved with diagnostics.
