I think you are referring to the Nation of Islam, which does not represent all Black Muslims. I can't say factually, but I think this is their "official dress": black suit, red bow-tie. I know many Black Muslims not affiliated with the Nation of Islam that dress in clothes that we typically associate with Muslims from Middle Eastern countries.
