because i need headlights and this guy wants to sell using only paypal...but NOT through ebay... so is this safe

PayPal is safe. You have to go thru PayPal with Ebay unless you are using a credit card. The transaction goes straight from your bank account into the sellers. If something would go a wry, they will give you a portion of the money back.

I've used paypal a lot and have never had a problem with them. Every once in a while I get a piece of scam e-mail from people pretending to be from paypal trying to get me to give up personal information. Other than that, it has been fine.

I would say that paypal is safe you just have to get a shipping number or a tracking number for your purchase from the other guy which he should gladly provide for you, and most will not ship until pyment is recieved.

paypal is safe, however the guy your buying it from.. hummm..
as long as you know your getting the kit and he isnt gonna run off then its fine..
