I would not define him - that is his choice. (Note that the choice he is making is how he defines himself, not what his orientation is.) If he says he's straight then he's straight and just so happens to like to use his own mouth to masturbate.

Self-fellatio (sucking one's own penis) does not indicate you are gay. If that were true, then masturbation would mean you were gay and someone might be able to accuse you of being gay if they saw you holding your penis at a urinal.
Why are these acts not gay? Because they are on your body. Most of the time, you self-suck or masturbate for the pleasure it gives your penis, not the inherent joy of one in your hand or mouth.
