Rubber cement is a lot of fun to use, and can be applied two different ways for different purposes. Here's how:
1) To be able to make stuff "tacky", without permanently sticking to the surface where you're going to do your final layout, only place the rubber cement on the BACK of the piece(s) you are planning on mounting. For example - if you were planning on mounting six photographs onto a piece of posterboard, but you wanted to be able to move them around to figure out how they would best look, you would smear the rubber cement onto the BACK(S) only of each photo. Let them dry, and then play around.
2) Once you've figured out exactly where you want everything to be "stuck", it's time for step two. Remove all of the images/pictures from the board/paper for the final collage (remembering where you had them so you know where to re-place them). Smear rubber cement all over the board/paper where the images are going to be laid. Let it dry. When you place the images back onto the board/paper, the rubber cement will bond together, making your pictures stick just as if you had used white Elmer's glue.
You don't want to put any rubber cement on the top of your picture(s). To see why, use your rubber cement brush and smear a little of it onto a piece of scrap paper. After its dry, rub at it with your finger. It'll rub right off. So, if you try rubbing rubber cement all over the surface of your collage, you'll end up with a big mess.

ok now! this shouldn't take much brain but i guess it all depends on what your goal is right. I've only done collage on paper therefore the glue/rubber cement should go only under the pieces you are gluing down

Rubber cement on top would make other stuff stick to it. Just use it under.

you can use mod podge on the bottom first and then seal it with one or two layers when you are finished with the collage.
