Hard to say without seeing them, but sounds a bit suspicious for HPV, genital warts. Sexually transmitted. Those things can be frozen off fairly easily...with, yes, some burning pain. There are some medicines that can be used, as well.

But, there are other things "bumps" on the penis could be.

You ought to see a doctor to get them checked out and treated. Else you might pass it on via sex. AND, this could literally kill a woman. I mean, that is dramatic, but true. Some strains of HPV lead to cervical cancer in woman...and cervical cancer can be lethal.
