$24.50 is the right answer for the question you asked, but I don't think it is the question you meant to ask. It should have been that the teller gave him as many dollars as the cents on the check, and as many cents as the dollars on the check. So it was a check for $32.66, the teller gave him $66.32, and after spending 1 dollar he could see that $65.32 was exactly twice $32.66.

If the check was for D dollars and C cents, the equation in cents is that:
100(C - 1) + D = 2 * (100D + C)
because 100D+C is the value of the check, 100C+D is what he got, and 100(C-1)+D is what he saw was twice the check value.

The equation simplifies to 98C - 100 = 199D, and it can easily be solved as a congruence modulo 98:
-2 = 3D, therefore 96 = 3D, therefore D = 32.
There is a whole set of answers to the equation, but D = 32 is the only one in the range from 0 to 99 as required by the problem.

This is tricky because you have two unknowns and only one equation:

Let,
amt_of_check = 100*A + B
A = dollars,
B = cents.

equation is,
100*B - 100 = 2 * amt_of_check = 2 * (100*A + B)
which simplifies to,
98 * B = 100 + 200*A or
49 * B = (1+2*A) * 50

Since A and B are integers, and 49 and 50 have no common factors, and B < 100, we must have B = 50.
So (1+2*A) = 49, or A = 24.

So the check amt was $24.50

The check was written for $24.50 cents! The bank gave him $50 instead. He spent $1 so he has $49 now. $49 is twice as much $24.50! That is the answer!
