If you can afford it, consult a speech pathologist with experience in voice disorders for an assessment. Your habitual pitch may need some work; you may find that is a usage problem rather than a structural problem. If you can't afford it, try a local teaching hospital (where doctors are trained), as their fees will be less or on a sliding scale.

first of all you didn't say your age ...the voice changesis one of the secondry sexual changes occured in puberty ..averag age of puberty where voice starts to change is 16-18 years..delay of the change of voice may be famelial in 90% of cases .. if this delay is associated with delay in appearance of 1ry sexual chracaters..medical advice should be saught
