I think that it becomes a city when the population reaches a minimum required to become a city, that's why there aren't towns with 1 million people.

In Britain, what happens is that now and again government invites towns to bid for becoming a city, and one or two are chosen on some pretext. I think the last one to cross over was Inverness, a few years ago, and before that Swansea.

A town becomes a city only when it is chartered or recognized as a city by the appropriate authority.

It becomes a city when more than one big store comes in. For example, in a town there would be one big store such as Wal*Mar. When they start putting more than one big stores or restaurants, it eventually will be a city. Or if Corridor H or any big Highway starts to connect to the town in different areas of the town.

i was always told it becomes a city when the town decides to elect and pay a mayor instead of just electing selectmen. not sure if that is the full story but that is at least part of it i think.
