what is the best twink(lvl 19 pvp char) in world of warcraft,give me the best stuff to use and why that char is the best

Twinks are lame. Seriously, 'best twink' is like an oxymoron.
The BEST players are the ones who work and play fairly for their gear. Giving money and just buying stuff for all your toons doesn't make you good.
As for best character, assuming you mean class, that depends on how you play. Each class has some feature that overpowers another class, but Bliz generally sets it up so no class has a huge overpower against another.

This would be like asking "What is the best class".
This may start a debate, but I don't think that there is one.
A twink is a twink, I don't think that there would be a "best one". Just have a level 60 grind in the lower level instances (Shadowfang Keep, Deadmines, Wailing Caverns). Accumulate as many BOE (Bind on Equip) "blue" items and hook them up with whatever enchantments that are appropriate.
If you want a "best one" just find a character class that you would enjoy playing. Damage-Dealers would be good since that is what PvP would be about. Hunters, Rogues, Mages, Shamans would be the best. But if you get any character that full set of enchanted blue items, anyone would be a bear to fight

Really.. all twinks are is level 80's spending huge amounts of gold to upgrade or find (through instances, mainly) the best gear able to hit hard, while being able to survive. Twinks are usally Rouges, that have amazing duel wield daggers/swords that when your sapped, you better just let go of your mouse.. because your going to die in a matter of seconds. Twink levels can range through 18-39.. becuase really they dont want to waste TOO much time on leveling the twink too high. Ive thrown my mouse b/c i cant enter a instance without going crazy with spells cuz of these jerks.

If you're 19th level, you are way far behind to using the best stuff, if you want to use good and best stuff and accesories you need to get to at least 40th level.
