Because there is a difference i Rap and Hip Hop it's not quite the same thing. Rap is just Rap. Hip Hop is a mixture of rap and r&b and some other styles.

Hip-Hop and r&b are two different genres but, Hip-Hop is also rap for ex: the Game, Ciara, Bow Wow, Chris Brown etc.. are all considered to be hip-hop, while on the other hand the Game is also rap and Bow Wow is still Rap, nothing really changed.....Chris Brown and Ciara and etc. are still R&B....hip-hop is a mix between r&b and rap or more of a fast paced beat with someone signing on it.

Because Hip Hop encompasses much more than just Rap. Rap evolved into Hip Hop.

I am not an expert on this, but someone into that type of music explained it to me as this:
Hip Hop is people who do it for the love of making music and entertaining
Rap is people who do it for the money.

because it is not rap it is r&b mixed with rap back in the day it was hard core rap no singing ..
