No. Even a normal person after eating a meal has a high blood sugar..The difference is that it goes down 3-4 hours after eating with the wonderful process of insulin. A diabetic (non-treated) always has a high blood sugar cause their pancreas produces low (or not at all) amount of insulin.

It depends on how high. Normally a Dr will take your fasting blood sugar level and tell you. If you even suspect that you might be diabetic consult with your Doctor.
If you do have symptoms of type 2 diabetes, they may include:

Feeling thirsty.
Having to urinate more than usual.
Feeling more hungry than usual.
Losing weight without trying to.
Feeling very tired.
Feeling cranky.

Not in and of itself. You probably need a glucose tolerance test to tell for sure. High blood sugar isn't normal, but when you had the test done, had you fasted for 12 hours and had nothing to drink but water? If not, your results may not be accurate.

It depends on what the level reads after your blood is tested by your doc. A family history puts you at greater risks, but doesn't declare that you have it. Have a blood test done if you're uneasy.
