If you are a home user using cable internet or something like that, your IP is assigned to you. Turn off your cable modem, wait, then turn it back on. You'll probably be assigned a new IP then.

you can go to start menu, select "run" and type "cmd" in the empty space, then hit ok. A dos window opens up with a command prompt, type "ipconfig /release" and hit enter, this releases your IP address, then type "ipconfig /renew", this will obtain a new IP address from your modem. Most providers do not issue a static IP, that costs extra, if you are on static, then you need to ask your provider what range you have been assigned and select something in that range that differs from your current IP.

Call your ISP and tell them you want a new IP.

You can also hide your IP from websites by visiting through a proxy. Install FoxyProxy, SwitchProxy, or Steganos Internet Anonym. Or visit proxy.org to find a free web proxy.

Or, you could disconnect your modem and connect to the Internet instead through a free dial-up ISP.

If you have a dial-up connection everytime you connect your IP is going to be different, other kind of connections are going to be the same. If you buy a mobile phone your number is going to be just the same but if you phone from public phones your number is going to be different, that's why. What Micah says It's not valid, To release and renew your IP is for refreshing it, The Internet Protocol follows being just the same.

YOU DON't
your Ip address is provided by the company you get your internet service from and most of them issue
a "static IP" which never changes.

if your on dialup then it changes each time you
dial up. thats called a dyanamic IP.
If your on cable or satellite you can call your provider and MAYBE talk them into a new one.
