OK my friend.. you don't do your studying... the President can make laws.... if he doesn't agree with Congress he can veto a law.... Congress can then go back and over ride his veto but then that causes more issues and most will support the Presidents veto... He can put a law in front of Congress and have them approve it... So basically you can say the President does make laws... Congress still has a voice but really the final voice is the President..
Are you kidding me with the govt spending... he can take from and give to whatever he wants... now Congress has a say in major accounting such as 4billion to the war.. but as far as putting money where he wants.. he has the say...
Gas prices.. hmmmmm well I have my own personal theory on that one... see Bush has been trying to get FL to allow drilling since his first term and before... FL has never allowed it.. finally gas prices got so high, the FL senator finally allowed it.. it is now 3 months after signing the OK and gas prices have dropped almost a dollar a gallon.. I have to say there was something fishy there...Normally I would say no the President doesn't set the gas prices.. but Bush has always been big on drilling here in the US and not relying on international oil... and FL has always been against drilling here and now... here we are setting up to drill......

During war-time a president has significantly more power over laws and such. That is the only time he is able to excert direct influence on laws and their interpretation.
And, as it happens, I think USA has been at war according to the current administration anyway, for over 5 years.
