the military around the world use the Zulu time zone in all communications with overseas so the time for example would be 1230 hrsz and with one clock set at Zulu and one on local time you just do a quick conversion
it saves a lot of confusion
for example if a message said " i will arrive at 1230 a person in Australia would not know if that meant 1230 Australian time or 1230 in the time zone that sent the message

Time zones are arbitrary anyway.

GMT would be your answer, and it already exists.
