Get a container and line it with tin foil, add some salt and hot water - lay the silver item in so its covered and watch the black dissapear. Works every time xx

polish it lightly with toothpaste - clean it off thoroughly with clear
water, then dry it on a soft cloth. if there are any little pockets of tarnish remaining, use a very soft toothbrush with some toothpaste on it to get those spots. don't scrub too hard because you don't want to scratch up your silver!

there are silver polishing cloths, but i don't think they work if something is tarnished badly....get some silver cleaner...you can get it anywhere...try wal-mart next to the jewelry counter...
