You might try Practical Fishkeeping magazine and see if they have any clubs listed. Once you find one club, you get tied into the network, and they can frequently hook you up with other clubs.

I have a fish buddy in England, but don't know if I have his contact info.

Best way to find out is to check the phone book under tropical fish or clubs. Also, you could google "tropical fish clubs" or "aquarium clubs" and your area zip codes together.
