Depends on the make and model of the router. Most have a web interface where you can adjust that kid of thing, you just type the IP of the router in your web browser, type in the password, and change all the settings there.

Your behind a router, ipconfig release/renew will just change the ip address you get from the router. The routers external ip address, won't be changed.

So, in order to change ip address, generally you have to be hooked directly to the Internet, or have a router with good set of features\commands. And even then, some isp's log DHCP (Dynamic Host Configuration Protocol) to MAC addresses, so they know to give this computer this ip address, etc. So it can be very hard at times.
Why you need to change the ip anyway??

if you mean the IP address of your PC, try openning a command window, and type
ipconfig/release ...... hit return
ipconfig/renew........ hit return

however if you mean the ip address assigned by the ISP to the router, you might need to reboot the cable modem and router.
