Good grief!!!!!! That's easy!
1. Kidnap the little kitties and send them to a local private school so they can learn to read. Check around to find a good one and don't let the cost dissuade you.
2. In the meantime make a big sign that says "THIS FLOWER BED IS OFF LIMITS TO ALL CATS! ALL CATS STAY OUT OF THIS FLOWER BED!" You'll need to use a full sheet of plywood to keep the words from scrunching together. You might just want to have a professional sign maker do it. Maybe you could trade him your flower plants to cover the cost.
3. Put the big sign directly in front of your flower bed so the cats can't even see the plants. Have an electrician run power to the sign and wrap the edges in blinking Christmas lights. The more the better since you'll want it to be readable at night also. If the flower bed is outside your bedroom you might just want to run an extension cord out the window. Leave the window wide open so the cord doesn't get damaged.
4. When the cats graduate and come home they will read the sign and stay away.
See? Easy!

if it is a raised bed then it is easy. Cut a piece of chicken wire ( available at any feed store ) to overlap by 2"s on each side. Then lay it on top of the flower beds and bend he sides over and nail it in place. The cats will not go where they cannot scratch to cover it up so once they try and scratch they will hit the wire and will go elsewhere.
I ahve done this with every flower bed I have put in for the past 7 years and I have had no cats, squirrell or dog tear up my flowers.

Pet shops sell special products for this purpose, but anything that smells bad to the cats will do. Pepper is one.

get some animal be gone spray at your local pet store or garden shop.
you can stick tooth-picks in the dirt and they will step on them and stay away. it will just prick them, it won't hurt them.

Spread some pepper around, they don't like it. You can buy spray deterrants from gardening shops, too.
