1) No the weight does not change, because this change in storage because the information is coded by the state of an electron, and even though the state may change, the electron has the same mass, and therefore you would see no increase.
2) Yes, information can be measured by determining the state of a given media in terms of electron state. If they are random, you will see a random mix. If they are ordered, you will see repeating patterns, which are essentially the information recorded. The states of these electrons are what can be tangibly measured by lasers, or other electronic devices, hence being able to retrieve digital memory.
3) Wired money exists as a credit. One company or location retains the real wealth, and simply promises to pay that wealth to whoever gives it to the one recieveing it at the other end. Western Union for example is one huge company, with many different locations. If you deposit money at one end, the company has made a profit, but they then give the money to whoever you wished to have it wired, and they then lose their profit... of course they charge you for all of this so in the end they come out ahead. They are merely a safe intermediary for the money, to ensure that it isn't stolen or tampered with.
4) Bill Gate's wealth is very tangible. Simply look at the lifestyle it affords him. He can buy and afford things that no one else can, and he has access to more resources than any other single individual on Earth. The yachts, the cars, the house, the company, all of these are tangible expressions of his wealth. Tangible enough that most other people wouldn't mind having them.
In reference to the above answer, I would point out that everything in the universe is relative, and while yes, the vast majority of the universe from a universal perspective is empty, this is no so from a very human perspective, which is the one in which I answered.

There will not be any change in the weight of any Data Device - in relation to data stored in it. In simple terms, it is almost similar to the fact that, the weight of a book depends on the physical factor viz., number of pages it contain, the quality / thickness of the papers used for that book, Size (width / length) of the Book etc., - but not on the matter it contain / written on that.
The digital information has no physical existence - hence the question of measuring it does not arise. Bytes are not made of any particles or atoms.
Wired money ~ in fact is not money in any way. It is just an order / promise to deliver the specified money to the named person. It works as money order in the traditional form.
Bill Gates wealth is also existent in physical form - as that of any other rich individual.

Given the vast size of the universe, a statistically insignificant portion of it contains anything tangible- it's 99.999999% empty vacuum. So statistcially speaking, the universe is empty, and things such as bytes, banks, Bill Gates, USB drives or money are simply hallucinations brought on by the extreme isolation.

No. except the disk is rewritable in a CD author. storage media is flash enjoying cards, SD, MMC and so on. It desires to be media that's study/writable at present. CD's as storage gadgets prefer writing to. slow technique in case you basically prefer storage.
