1. how to write in english a sentence which can be found at the beginning of a menu in a restarant. something like: the chief recommends - is it correct or should I write the head cief recommends or "is recommending"

It depends on whether this is a set menu or a specials.

For a set menu I would compose like this:

The Chefs' recommendations are:

1) blah (fill with dish)
2) Blah (fill with dish)

Other dishes served are:

1) blah blah
2)blah blah
etc.

Then I would have a separate menu to be inserted into main menu when appropriate saying:

"Todays recommended dish is "blah blah".

This way, every guest feels invited. They don't have to order the expensive "Chef's Special" if they don't want to, but they can still feel the personal touch by ordering his recommendation.

I would recommend that with the level of English that you possess it would pay you to hire someone with a better command of the language to be 'front of house'.
By the way:
'restarant' is spelled restaurant
'chief' is spelled chef
Therefore the menu would say that "the chef recommends ......."

I could call that section of the menu "Our Chef recommends..."

Then list the dishes underneath.

You could write "Chef's recommendations"
Thats CHEF not CHEIF or CIEF.
