The Constitution was drafted in 1787 and became effective when the 9th state, New Hampshire, ratified it in 1788. So, it took about one year, and certainly not the 8 or 9 you propose in your question.

Two States refused to ratify until a Bill of Rights was proposed - those two states were North Carolina [ratified 1789] and Rhode Island [ratified 1790]. By this time, though, the government under the Constitution was up and running.

It had to be ratified unanimously by all 13 states..however some states didnt want to ratify it because it didnt have a Bill of Rights and refused to ratify it until it did. THe people who wanted the BOR argued that without a BOR ppl's rights and liberties would not be protected...The people who opposed a BOR argued that with a BOR ppl's liberties would actually be restricted rather than protected because some rights would not be stated on the BOR and would therefore not be protected. =]
