First of all, Picasa is a good software. However, if you don't want it, then you can uninstall it. First of all close all it's applications by exiting it. Then go to Start, Control Panel, Add/Remove Programs and there, select Picasa by clicking on it and then clicking on Remove.
This should remove it from your Programs.
If this fails, then you need to do it regedit. For that, you'll need some senior person to be with you and help you.

if it wont let you remove it from the addd remove programs menu in the control pannel. Close all the programs that you have open ALL of them even browser windows. Then go to start, search, search all files and type in picasa wait until all the folders and files show up and then one at a time delete them. If one wont delete just leave it and go to the next. When you are done, reboot, do the search again, and again make sure to close all applications, and this time they should delete because you will have deleted the parts of the program that makes it run. Clear out your recycle bin before you do the second round of deleting. After you do this, empty the recycle bin, reboot, close eveything and run a defrag. hope this helps.

If you installed it recently you can restore your pc to a date before you installed the software, that should remove it.
Alternatively you can start your pc in safe mode (press f8 before windows starts to load) and then try uninstalling in the normal way.

check if it is already running in your machine, do you see the icon of picassa in your bottom-right-corner near date if yes right click and close the programe. then try uninstall through programs or using control panel>add remove program.

attempt to uninstall it in safe mode - press f8 frantically when the computer is booting up, choose safe mode.
try there.
