She stole it. She walked into let's say a 7-11, picked it up, and walked out, incurring a fine of $20,000.
OR
It is an old newspaper that is possibly a collectors item and was sold at auction for $20k.
OR
She lives in a communist state or some other form of totalitarian govrenment where outside literature is not allowed (punishable by death probally) and had it smuggled in. Far out there, I know, and probally not possible because anyone living in that kind of society would not have $20k to shell out to get a smuggled newspaper.

Because she double parked, when she parked her car to get the paper, she decided to get a cup of coffee on her way to the machine as well. When she was coming out of Starbucks there was a cop writing her a ticket she became so enraged the cop warned her that if she kept it up he would have it towed and that would cost her over a hundered dollars plus the cost of the ticket. This only made her more upset, she said I don't care what it costs there is a principle here, how about I give you the $200 and we call it even. The cop says that is bribery and that he was going to have to arrest her, she said F U and slapped him. The actual cost was $23,752. To watch it all play out from the ringside seat.....priceless!

This is tough when we cann't ask you "yes" or "no" questions to narrow it down, but it could be some of the following:
1. She read that she lost a lawsuit that was pending.
2. She read that a painting she recently bought (for $20,000) was found to be a forgery
3. She read that a briefcase she found (filled with $20,000) had been identified and the owner was looking for it
Or any number of others possibilities. Of course with your limited set-up it is impossible to expect ANYONE to get the ONE correct answer you are thinking of.

It could be any number of hypothetical situations...while enroute to or from purchasing the paper, she gets into a car accident with damages worth $20,000. Or she sees an ad in the paper for a car or appliance or jewellery & buys it for $20K etc etc. The possibilities are limitless! Any little thing that we do/buy could set off a chain reaction.
