No, that is vandalism. It is Only legal if done by the owner.

If you have a smart persecutor! Vandalism will not be the only offense. They could add on property damage, emotional distress, among many more. Depending on how badly they want to get you, if you did it, you will end to pay big. Beware.

I think it depends on if the person you are toilet papering is pressing charges- Than I think it could be considered vandalism. But I don't know any lamo that would press charges for that. lol

It's probably petty mischief, littering, vandalism and could possibly be trespassing, but I couldn't see tying up the court system for it.

Ever heard of vandalism? Hopefully your neighbors will take it in stride, but if they get pissed and the cops have evidence you did it, you certainly can be charged.

It's called vandalism, and it's against my moral code, so i don't know why myself, or anyone else would willingly vandalize someone else's property..
