First, build on the fundamental, just like everyone says
Second, The best players transcend the fundamentals

SCORING:
What really separates Great players from good players in women's basketball (especially among guards) is the ability to shoot quickly off of the dribble.

A lot of girls focus so much on accuracy when practicing their shot, that they teach themselves to shoot slowly. (alot of guys do this too,) Learn to shoot quickly. Practice your shot within a 'game' mind-set, as if someone is guarding you.

The best scorers are rarely the most accurate shooters. When you are hot, you need to be able to shoot whenever you want.

DEFENSE:
Always be conscious of where the ball is. Don't just react to what the offensive player does. Too many players do this.

Be aware of what their options are. Do they have space to drive right or left? Learn to recognize quickly just how much space you can leave them, whether they are looking to drive or shoot a jumper. Remember, each person you guard plays differently.

When you are on the bench, Let the fans watch the game. Watch the players -- their tendencies. Nothing feels better than coming in the game to guard the 'hot hand' and shutting them down.

My personal goal as a defender was to give my man the worst basketball experience of their life,.
Every possession.

Your best bet is to see if there are any free basketball clinics in your area. Clinics are good for improving ball handling. A private coach is a good idea too. I'm not saying to get a professional, just get a friend or a relative that knows a little about the game. And like it was mentioned before, experience is really the only way to really get the hang of things. It's a lot different when you're facing a defense/offense instead of a large orange cone.

Well...
What I did to improve over the summer were the following ways.
I went to over three basketball camps that each lasted a week. This was good for teaching me new skills and teaching me different things like how to be agressive, keeping me in shape, ect.
What you can do before the season starts is to practice every day for maybe two hours or so.
Just work on the basics, like dribbling, shooting, and then try to work on your weaknesses.
Or the things you are not so good at during the game.
You can also ask a friend or parent to play one-on-one with you.
There are many diffferent things that you can do to improve your skills.
What I would try and do is to basically focus on your weaknesses and the things you cant do too well. Like for me, it is dribbling with my left hand.
The more you practice, the better you will get.
You can also go out and purchase a book or rent a book at the library or book store.

My first advice is to grow. Very few basketball players under 6' tall have any future in the game. Of course, there's not much you can do to influence this, but your ultimate goals in basketball should take this into account. Make sure you eat nutritious meals and get plenty of calcium and protein.

Learn how to shoot layups with either hand. Learn how to handle the ball with either hand. If you are going to try out for a HS team, you'll hurt your chances considerably if you can only use your dominant hand.

Take at least 200 jump shots every day. If you find a workout partner, you can do this in under 30 minutes per day. Good outside shooters are hard to find, and if you become automatic from any spots, you become that much more valuable to the team. Begin shooting from just in front of the basket, then move back two or three feet each time you hit 3 or 4 in a row. It was not unusual for Larry Bird to hit 80 or more jump shots in a row when he used to take 500 shots a day.

When you try out for a team, HUSTLE. After the top 8 or so obviously talented players, a coach will select the rest of the team from those that are either tall or seem to be the most coachable. Even if you are at the end of the bench as a freshman, you will learn much more in team practice than you ever could learn on your own. Follow directions carefully, say "Yes, Coach" when the coach makes suggestions, and if anyone asks if you're tired, say "No."

Practice layups until you can make them 100% with either your right or left hand. Nothing hurts you more than getting to the basket and not finishing, This absolutely drives coaches crazy, and even in a pickup game you're wasting energy if you have to try for a rebound after driving to the hoop. Try shooting the ball so you bank it in from a high point of the backboard so you can score against taller players.

Play 1-on-1 and 3-on-3 half court games as much as possible. Concentrate on driving to the hoop, defense, and rebounding. You'll get a lot more touches in a half-court game than you will in a full court game.

Work on your handle. If you don't know any ball-handling drills, you can pick up the Better Ball Handling or Pete Maravich Homework Basketball DVDs, or check out sportskool on your cable TV or at their website for drills.

Watch women's basketball games. They are more fundamentally sound and you'll learn about team play more quickly than watching pro games.

Go to your HS's games and see what the coach likes to do on offense and defense. Understand the team before you try out for it.

Most important - Have fun! Treat all your practice time as a game. Compete against what you did yesterday and try to improve one part of your game each day.

The best thing I can tell you is to play with people who are better than you.

Develop your dribbling skills. Magic Johnson used to dribble a basketball EVERYWHERE he went when he was a kid.

Work on your ball-handling and your free-throw shooting daily. Jump rope to improve your foot-hand coordination and your endurance. WORK ON YOUR DEFENSE - especially man-to-man defense. Championships are won with DEFENSE - not offense. Work on "blocking out" for rebounds - even if you play guard.
