To all the people saying get a code, that is totally wrong, the codes are for UNLOCKING service providers, not UNBARRING. A barred phone will probably have been reported stolen and is blocked by ALL networks and is totally unusable in the UK.
You have a few options, hand it into the police and give them details where you got it.
Sell it on Ebay but say it's barred, people might want to buy it for spare parts.
I've also heard you could sell it to people outside the UK on Ebay as it will work on their networks, not too sure about this though.

It is either stolen or barred from A network because the previous owner did not pay the bill or claimed on the insurance.
You probably could get it unbarred if you contact the service provider and prove you are the genuine owner, if you are honest.
The other way is to change the IMIE number, but that is totally illegal as there is no legit' reason for doing it.

When you called to get it activated, they would have told you if it was stolen or not.
Go back to the seller and tell them they need to clear it from any associated accounts.
Also, you can resell it on eBay. Just make sure you are HONEST by telling potential buyers the problem you experienced with it (barred). Someone may just buy it like that. Then buy yourself a different one. One that is okay!
There really isn't much more you can do.

I hope you bought it 2nd hand from a second hand shop or a friend or family member, there are a few shops that will unlock it for you by my house a man in the market and a man in the key shop, you just have to ask around!

Barred means your phone has been blocked because it has been reported stolen. There is no way to get it unlocked. It is illegal to change an IMEI number to unlock it. Hand it in to the police.

Try to find some evidence that he sold it to you and you did not steal it.Anything,emails,phonecalls,receipts.T... go to the police station and make a police report.Might want to hire a lawyer or you can just stick it out yourself.It's really not worth it if the phone is under 1k.

You can go to lots of market stalls that sell mobile phones,or small shops that sell them. Why has everyone presumed its stolen ,all barred means is it can only be used on one network ,not that its barred because its been stolen They will unblock it for you for about £10.
