I would think they mean that it is tracked during delivery as you cant do this in retrospect but the information is not available unless required. If you need to know where the parcel is, if it has gone missing, then they will track forward to find out its route.

Typical of the Post Office to have a system of tracking parcels but dont actually record the transactions electronically so if there is a problem someone has to go through the records manually.

This type of tracking is called "Delivery Confirmation"; it is not the same as having a tracking number for the package so that you can view its progress online as it is being delivered. Delivery Confirmation--or "Recorded Signed For"--just allows the shipper to ensure that the package was actually received, and signed for, by the recipient; that way, if you claim to not get it, they can tell you when it was delivered and who signed for it.
