Because "policing" the web is so difficult. It is the "worldwide" web, and much of what is posted is international. Coordination across jurisdictions, variations in laws, etc. all impede effective policing.

Because there is little or negligible censorship on the internet.Not only kiddie porn, other illegal stuff is available on the internet too. A lot of fake sites who spread stupid rumors or wrong information are also there.
In some countries like China, places like Kuwait etc, there is censorship on the internet too! Not kidding. So the people there can watch only what the government lets them.

Yes any form of child pornography on the internet or anywhere else, in any and all forms is illegal. Why do you still see child porography on the internet and other places? The people responsible for this crime havent been apprehended YET by authorities. Its just a matter of time before they are DOING time.

The ACLU and their insistence that free speech means that anyone should be able to do whatever one wants regardless of the obvious consequences of doing so. This view has its intent, but few in the West have the personal experience to recognize it.
Although Lenin recognized it as applying to the West prior to 1917.
