If you really mean a "normal" human being, then Robert Wadlow at 8 feet 11 inches certainly wasn't medically normal, and the 7 foot 9 inch Chinaman probably isn't either.
The tallest recorded man who was not otherwise deformed was Angus MacAskill (1825-63) of the Scottish island of Berneray in the Outer Hebrides. He stood 7 feet 9 inches tall, weighed 400 pounds, and none of it was fat. He emigrated to Nova Scotia as a young man, and stories of his strength and gentleness are legendary.
For everyday purposes, anybody over about 6 feet 5 inches feels abnormal. He has to duck through ordinary doorways, and have his clothes made to measure. He finds ordinary furniture awkward, and even a kingsize bed is too small for him. He would be VERY uncomfortable in a regular airplane passenger seat.

Over 6'4", you are medically a giant, and under 5'0", you are a midget, so in between is considered normal. The tallest man was about 8 feet tall. A waxwork of him is in Ripleys, in Blackpool. Yes, I've been to Blackpool!

The average height depends on where you are in the world, as people have evolved to suit their environment. People in cold climates are small and stocky, in hot equatorial climates very tall and thin. Genetics also plays a major parrt. The tallest man of modern times was 8ft 11 inches http://en.wikipedia.org/wiki/Robert_Pershing_Wadlow
