Here's MY answer (not neccesserily correct) : The 998 ALL OF THEM are different, this makes them the same, therefore less special. The 2 which are the same are the only ones being different from the rest (in being the same) therefore they are more special.

Each is going to be special and unique in someway. Even the two, although that is impossible, will be unique and special. The one that will be most unique and special is the one that is truely happy in the end.

The 2 are the only ones who are not unique and in other words all are different to each other except for those 2, who are different to the 998 others but not to each other.
Why should there be controversy about this?

The two who are the same are special because they are twins. All of the others are unique, if there are 998 unique people then there is nothing special about being unique.

The 2 people are unique in that by being the same,they are demostrating something which is quite different from the 998 people.
Questions will be asked as to why these two decided to bond together and opt to remain the same. Sometimes in life there appears a difference which tends to freak other people out such as these two. This is what is exactly happening in countries which are now being freaked out by a minority population. Such is the case in USA and UK.
Because of these two, unnecessary comments such as those by Jack Straw, with regard to the niquab, are leading to meaningless debates which fuel racial tension if misunderstood by the ignorant. Before his comments, the women who wear this attire did so without fearing ridicule from the public, but now, they have to think twice. Why fear a minority group, infact how many women wear the niquab and what threat does it really pose?

The only way to answer this is if you look at the 1000 people as a group, every group has group norms which in this case is being unique. Therefore the 2 people which are the same go against the group norms making them both unique and different within this group.

If you have 1000 assorted people including a pair of identical twins I reckon most people would regard the twins as unique whereas educated persons as in university educated would see that the 998 were unique and the identical twins not.
This shows that education leads to an inability to see what is obvious to the ordinary person.
