That's not normal at all. After the cord falls off, the navel should look like a normal adult navel (either an innie or an outie). If you notice excess redness, a bad smell, moisture or any discharge around the navel, you should contact a physician right away more so if your baby develops a fever or feels sick in any way.

If you see a small protrusion of umbilical tissue in the navel area when your baby cries or strains, then your baby might have an umbilical hernia. Don't worry though, umbilical hernias are quite common. They are found in about 10 percent of all babies, and as many as 90 percent in some ethnic groups. The hernia may not be noticable at first and may not pop out until the baby's abdominal muscles begins tightening When sticking out, the hernia might be as small as a cherry or as big as a lime.

If your child begins to vomit, seems irritable or has a distended abdomen, call the doctor immediately. These may be symptoms of a rare condition known as umbilical hernia incarceration, when the protruding tissue becomes trapped between layers of muscle.

That doesnt sound normal to me. It probably didnt heal just as it should and some skin was left behind with blood flow.

you should take her in and have the doctors decide how best to fix it.
