build your confidence up by faking it to begin with. I you pretend you're confident other people will believe it until you actually are, and you believe it yourself.

Start with just looking people in the eye, smiling, and saying hello. Acknowleging people is the first step.
In class, start by saying hello and smiling. That is a start.
Don't worry about what happens next. The conversation just happens. If it doesn't happen, don't worry.
People don't have to be talkative to be outgoing. Much of what people say is useless anyway. Just make sure that what you do say comes from the heart.
Pay attention to your classes, and don't worry so much about your social life. I know it is hard to do.

Be confident! Act like you do at home and with close friends- let the real you come out and shine like the star you are! Smile and try to make as many friends as possible. Sign up for extra curricular activities, participate in things!

Stop caring so much about making certain impressions or impressing certain people. People who like themselves and value themselves impress others. Just be you. It will draw others to you.
