In developing countries many people don't have computers and some
do, but on a secondary PC with minimal capability. Are there some ways that we can reach out to these groups? Do their ineternet work for them?

In developing countries, many people don't even have food. They obviously have other things on their minds - food, sickness, security, clean water, cooking fuel...

Certainly, anybody who has a computer hooked up to the Internet could use that luxury to find information about aid programs, self-development schemes, health tips, and so on. But who would these people be and what could they do with this information?

Many developing countries are controlled by dictators, warlords, criminal cliques...and the usual social/political "culture" is one of violence and thievery and corruption and religious and ethnic strife. "Developing" countries, in short, are not developing. The addition of internet access will do nothing for them under such incredibly vile conditions.

You cannot use a computer if you don't have electricity.
