The plugs are fouling causing your stumble and shake. But with water? Is it green? If so then you have a head gasket leaking. If it isnt the color of green(antifreeze), then it may be gas fouled(wet). This is a rich condition. You need to locate the problem with the fuel system. Could be a bad carb, out of adjustment carb, dirty air filter, or timing of the spark. Have it checked by a local garage.

New engine or rebuilt? It's probably a blown head gasket because the head was warped. You need to be asking whoever soaked you for a new engine.

Improperly installed head gasket or the so called new (REBUILT) engine has defective parts like warped head or leaking head gaskets, intake gaskets, etc! Take it back to the mechanic who installed it because you must have some kind of warranty-right??

Blown head gasket. It should have been overheating as well along with white smoke out of the tailpipe

water on the plugs is a big uh-oh. coolant is getting into the cylinders, has to be a crack someplace. seems odd with a new engine but there it is.
