38°55'17n 77°04'01w... WHOA! what is that... it's DC, and it's big blurrub... I just posted a query to the GE forum. No responses yet.

Strange looking, and so exact...

The address of the US Naval observatory is 3450 Massachusetts Avenue NW Washington, DC 20392-5420 and lands right on the edge, and Observatory Lane cuts right through it. So it looks like the USNO, but why is it blocked out?

White House, Capitol, Monuments, all clear...

(30 minutes later).. Yes it is the US Naval Observatory. The suggestion I received from the GE Forum is to enable the Google Earth Community Layer (lower left of GE under layers) and see if anyone else has already discovered or asked about it. Here's the quote from GE Community:

"hey there, as you'll know in post-911 DC security got very very tight. and you'll find that there are certain things on google earth that are very neatly blurred out within the city limits. most of these being important government facilities. in case you didnt know the US Naval Observatory is also home to the Vice President. and with a high enough resolution image (for example, the one of the surrounding area) you'd be able to pinpoint every security station, cop car, and what not, so i have a feeling that this is good ol' big brother dipping into Google Earth and blurring out everything inside the observatory's fence."

now you may look at other important buildings and say "well they aren't blurred, why's this?" well most of those are so heavily photographed already (white house, etc) or are such common landmarks (white house again) that it's pointless to blur them. but occasionally you'll find some neatly blurred areas that may be interesting"

The US Naval Observatory, where the Vice President resides.

If we are talking about W in front of the 077, then it is just about Washington DC, and probably alot closer to an important establishment there. Check a map of US
