I'm guessing you met someone on-line from the former Eastern Bloc and want to meet her in Western Europe.
Your best best for a Shengen Visa is at the embassies of Spain, France and Italy.

Depends where are you from. I suggest Italy, Sweden, Czech Republic and Greece.
