How are the Number of Electrons in an atom's highest energy level related to the reactivity of that atom?

Anyone know? I think I know the basic idea, but I'm not sure.

If they don't have full their outer energy level, they are not stable.....so they can be reactive

well, mostly when they have 8 in the outer shell they are happy. The farther from that balanced state, the more reactive. So 1 or 7 in the outer shell makes them the most reactive.
