SEOUL, South Korea - North Korean leader Kim Jong Il said Pyongyang didn't plan to carry out any more nuclear tests and expressed regret about the country's first-ever atomic detonation last week, a South Korean news agency reported Friday.

No because if you heard about the opposite message given publicly the announcements that they will still work on their strengthening there nuclear program and you left this out from the same article

North Korea, however, kept up its bellicose rhetoric as more than 100,000 people gathered Friday in Pyongyang's central Kim Il Sung square to "hail the success of the historic nuclear test," according to the North's official media.

i do not think that KIM JONG II said what has been reported.such a statement is out of character.please note that south Korea has a soft spot for their brothers in the north.these statements are designed to soften world opinion.the cat is already out of the bag.the only thing we can do now is do everything possible to stop him from selling the technology

damn right he regrets it, now that they're not going to be able to import any luxury goods into the country, I bet he's catching holy hell from the few rich people in the country---plus he can no longer import those awesome sunglasses he wears while his people starve.
