If they can get the same job done for less money, they won't budge. If you expand your responsibilities and prove to your boss how you're worth more money, then the pay scale is meaningless and you'll get more.

Depends on the company. I am facing a similar problem, and that has discouraged me to apply for some positions. I just have a gut feeling that they will not be willing to pay me top dollar coming in off the street, when someone will do the job cheaper.
