Sounds like the amp draw on your motor is very high. I suspect the motor or ground but you said that it is new. How old is new? Couple days.months or years? But if it is recnt, then the only solution is to remove the door panel and lubricate the regulator and track the best you can. Lube and lift and lower the window so you get the everything fully lubed.

You have to lubricate (white lithium) the tracks and slide bars in the door along with the large gear and the rest off the components. I also use a little WD-40 on the window felts to lubricate them as well.

First thing that I would try is to lube the track that the window rides in. WD40 is Ok but I usually use some type of spray greasless lube
