Chances are you don't need to because you might get on the Internet using DHCP which the IP address changes everytime you start up your computer or doing a reboot.

If yu are using cable internet you can't, it's assigned by the Cable company.
If you are using dial up just turn off computer and re- start and log back on and you use a different one every time.

i dont think you can control what your ip address is. You can mask it for sure, just download an anonymiser.
