The current administration is not blaming Clinton. But they have ruled out bi-lateral talks based on the experience Clinton had with them.

Clinton had bilateral talks with North Korea over his nuclear program. KJi promised to not continue with it in exchange for aid.

The generous packages, designed to halt the program were immediately funneled into the weapons program. As I said, not once, but twice. The second time against the advice of the foreign relations committee.

Bush then entered multi-lateral talks with NK. Again NK demanded assistance for it's people and infrastructure to abandon its nuclear program. Again the aid was granted and again it was directed to the program.

Except this time the other countries are involved and there were sanctions for failing to comply in the accord.

yes, I dont believe giving the government back to an administration that has "given in" to letting other countries become larger threats. look at Iran, They are a more organized version of North Korea, if the democrats take office then Iran will have the weapons to create their version of utopia by wiping everything out and picking up the pieces to create an islam conquered world
