Switzerland has a system like this - the people vote on just about everything, and it works very well. There is even a pretty high voter turnout each time, so people don't lose interest in constant votes, as it's so easy. Therefore I believe Switzerland is the world's only true democracy.

The trouble with true democracy is that politicians lose power to the people (not the poor voting for raises, that is a matter of buisiness, and if the poor are in a majority then they DESERVE a raise. Anyway people aren't stupid, if they know that buisiness would be crippled then they're more likely to lose their job, and not have a wage at all) - so you would be very unlikely to get a government to adopt it.
