What causes low oxygen?

My husbands oxygen level was 81 yesterday when he saw his dr. They have run tests on him and say they can't figure it out.
What can cause this problem? He does not smoke,nor do I, so we live in a smoke free home.

some problems in the lungs! COPD or lung cancer!
