I know that a decision will be made next week. Would I hurt my chances by emailing the hiring manager, reiterating my continuing interest in the position and stressing my qualifications for the position? My concern is that this could be perceived as being too eager or simply "lobbying".

I was always told that a brief, handwritten letter thanking them for taking the time to meet with you and expressing an interest in bringing your talents to their company is a nice gesture.
You do have to word it carefully though. Don't want to appear too desperate.

Don't "reiterating my continuing interest in the position and stressing my qualifications for the position" Send them a personal letter in writing thanking them for the interview.

Have you already sent a thank you letter for the interview? that is always important, and no i would not think so, your email would just be a sign as you are interested in the position. just keep it short and sweet and to the point. If wont hurt and may help to keep you fresh in their minds, I would consider it as being kind and informative. Good luck, hope you get the job, God bless

wouldn't hurt to grease the ball a bit...Maybe that what the others are doing too...
