You can do it all with Vi or Notepad if you want :-)

First you need webhosting with your own domain name

HTML coding
PHP coding
Mysql database knowledge
Flash & Actionscripting knowledge

That depends how good at coding you are.

If you're very very good, then:

Flash, Photoshop and notepad.

If you're not:

No chance in hell of getting anywhere near it.
