Get lots of two different colors of tissue paper and cut a paper towel roll in 1/2 or use 2 t.p. rolls. Color the rolls with marker, crayon or paint in a coordinating color to the tissue paper.. Tape or hot glue the tissue paper in alternating layers inside each roll. Cut thin strips in the tissue paper from bottom edge almost to the roll. Voila!

You could ask the local jr. high or high school if they have any old ones they are ready to throw away.

I live in Japan, so I don't know if this is an option, but we've got a plastic kind of tape (not sticky) called "suzuran tape." It feels like shopping-bag plastic, so maybe you could cut up strips of shopping bags for this. You'll need enough 1 1/2 inch wide, 20 inch long strips to make a good fluffy pom-pom. Fold in half and secure the fold with packing tape. Tear each strip into littler strips -- or try combing the strips with a heavy-duty pet comb or brush. This will give you very frizzy, floaty pom-poms.

The suzuran tape comes in many colors, so if you use different colored shopping bags, you'll get a really cool rainbow effect.

Oh, and here's another idea. Run colored paper through a paper shredder, and tape the end of the shreds together for a handle. Won't last as long, but should last a week or two, anyway. And better environmentally.

How-To Make a Pom-Pom

Cut two cardboard circles 2-1/4" in diameter. Cut a center hole 1" diameter in each circle.
Thread yarn needle with 4 strands of yarn, all strand 72" in length. Holding circles together, pass needle through center hole, over outside edge, through center hole again until circle is covered. Do not pull yarn too tight. You will need to use more yarn.
Using very sharp scissors, cut yarn between the edges of the two circles.
Using a 24" strand of yarn, double yarn to a 12" length. Slip yarn between cardboard circles, pull up tightly and tie firmly. Remove cardboard circles and fluff out pom-pom. Trim with scissors to round off

buy a roll of ribbon and cut it all to 2feet lengths... need about 20 of them so a ribbon about 40feet length. Next, hold them all and tie a string or extra ribbon in the middle(1foot) Fold all ribbons at the tied spot so that the new pom pom is now 1 foot length. You can now tie the fold so that it don't open back up.

I've noticed that my college cheerleading squad has a new set of pom poms....just get some of that shredded metallic gift stuffing (used in place of tissue paper) or ribbon...cut it in foot lengths, and then just wrap some string around the middle for a hand hold.

I can remember when I was a kid making them out of trash bags. I would just cut slices and bind it together at the top of each pom pom with clear Duck tape.

use plastic table cloths in coordinating colors to the uniform, stack two colors together folding them into pom pom size blocks
pitch in the middle with string then cut the large fold into strips . .

the plastic doesn't get yuk in the moist humid night air like tissue paper does

How about different colored raffia that you can get at craft stores or even Walmart. You can measure the length you like and then cut into strips. Then you can attach them with a heavy tape to any kind of handle: wooden dowels, plastic even empty toilet tissue cardboard rolls!!
